My old 10g planted freshwater that used to house 1 guppy and a guppy fry, 6 neon tetras, 8 ghost shrimp and 2 bamboo shrimp. Pool filter sand substrate.
A temporary 5.5 gallon tank which housed some neon tetras, ghost shrimp and malaysian trumpet snails. Substrate is pool filter sand.
I DO NOT recommend this sort of set-up as a permanent one for neon tetras, they need a 10 gallon tank at the very least. This was a TEMPORARY set-up.
